Character history:

His reign as Prefect of Terok Nor(renamed Deep Space Nine by the Federation) during the Cardassian Occupation was a bloody one, making him one the most hated people in Bajoran history. As Prefect of Bajor he survived at least 5 assassination attempts. Bajorans were enslaved, starved, beaten, forced into labor camps and Dukat executed anyone who breathed wrong in his presence. He maintained that since he came in late to the Occupation(he was only Prefect during the last ten years, and the Occupation lasted fifty), he came in too late to really make any changes, but he did want to. He abolished child labor, cut the output from the labor camps by 50%, and increase rations and medical care. This all led to a 20% drop in deaths under his watch. But, these 'leniencies' must be taken with a grain of salt, considering the death toll under his watch, not to mention his habit of publicly executing Bajoran's to make a point. The Bajoran Resistance repayed his acts of kindness by blowing up one of the stations drydocks. This act killed 200 Cardassians, so he had 200 'suspected' members of the Bajoran resistance executed as payback.

Despite the fact that Dukat was married with seven children, he also kept several Bajoran mistresses during his reign as Prefect. One was with Kira Meru(Major Kira's mother for those of you just tuning in). As such, her family was given extra food, medical supplies and special treatment. During those years with Dukat, Meru lived very much in luxury. Despite Dukat's lack of conscience, he can be and was very charming and kind toward Meru. Their relationship only ended when she died in a Cardassian hospital seven years later. (With his later obsession with Major Kira Nerys, his desire to collect all the Kira women is quite disturbing.)

Sometime before he took on his role as Prefect he took another mistress, Tora Naprem. Despite his possible anti-Bajoran sentiments, their relationship grew to the point where he actually welcomed Naprem's pregnancy and his new half-Bajoran, half-Cardassian daughter. However, when the Occupation ended, and Dukat could no longer protect his family (and his career) from the anti-Bajoran backlash, he sent them away where they could hopefully live out their lives peacefully (and hopefully save his political career). Their ship was attacked, Naprem died but their daughter, Tora Ziyal, survived and was forced into a dilithium mine. Dukat later rescued her in 2372 and brought her back to Cardassia, knowing it was political suicide. He was demoted, his family disowned him, his wife left him and took his seven children with her.

When the Cardassian's finally left Bajor in 2369(not having the resources to keep it subjugated), Dukat strongly opposed with withdrawal, seeing it as a weakening of the strong Cardassia he once knew. The mere act of withdrawing from Bajor stained his career since it occurred during his administration, despite his opposition to the withdrawal. But he also considered it a personal insult that Cardassia withdrew during his own administration. When the Federation came in and took Terak Nor, he kept in touch with the space station, consulting with Sisko(whom he viewed as an equal, unlike those meddling Bajorans) and occasionally even cooperating when it suited him(and he got something out of it). After the withdrawal of Cardassian forces from Bajor, Dukat became the commander of the Second Order(part of the Cardassian military/guard).

Character personality:
Dukat appears smooth, witty, charming, but he also has a brutal side. He can be snarky as hell, and yet completely polite at the same time. Like most Cardassians, Dukat has perfected the art of the monologue and loves to hear himself talk. He is incredibly patriotic, everything he does is for what he believes is the good of Cardassia, hoping to restore his people and a dying empire. Hand in hand with this patriotism is arrogance and overconfidence There are times when his arrogance is in fact completely blinding, making him incapable of seeing the truth, or any version of reality other than the one existing in his mind. Even before his bout of insanity in seasons 6 and 7, Dukat teeters on the edge. The mere idea that he actually believes that he can and should be making decisions for the good of Cardassia(and Bajor) shows this. This is also shown during the Occupation of Bajor. Dukat actually believes the Bajorans should be grateful to the Cardassians and to himself for his actions as Prefect. He believes that not only did the Occupation strengthen the Bajorans from their stunted, stagnant growth and help them grow stronger from a military and political point of view, but that he was a benevolent leader(the fact that Bajorans were starving and worked to death from slave labor doesn't even enter his mind). Viewing the Bajorans more as spoiled (and rather stupid) children(with the intelligent, superior Cardassians teaching them), he still tried to improve the small amount of services given and thinks he should be viewed as a father and hero. Dukat actually seeks the Bajoran's approval of him, wanting them to love and appreciate him for his 'kind, gentle and fair' leadership. He blames the terrorist attacks by the Bajorans are what forced his harsher rulings, and that they were not by 'choice'.

He later goes insane, and while I am taking him before this, during his insanity he begins to see the Bajorans as ungrateful, primitive savages whom he only wishes to completely decimate and wipe of the face of the universe. It is unclear whether he always harbored these feelings or they were brought on by the hallucinations and mental illness.

As mentioned above, Dukat has an obsession with Major Kira (what? It's not stalking, really!).

I suspect Dukat's view of his incarceration in Glaxcin Prison will be different than most of the other prisoners. In the Cardassian legal system, the sentence is decided well in advance to an actual trial. It's usually death. To get a sentence other than death takes a lot of work/political pull. Instead of being innocent until proven guilty, you're just guilty. Automatically. Do not pass go and collect $200. The idea of imprisonment is a foreign one to Dukat, although he's familiar that other cultures/Empires*cough*Federation*cough* prefer to detain/imprison their detainees in a non-lethal manner. He also doesn't view his crimes as crimes. Technically, the atrocities he committed as Prefect of Bajor were sanctioned under Cardassian law.

Physical description:

As a Cardassian, Dukat looks rather reptilian with a grey/tannish skin. Scales run from his shoulders up his neck, with ridges/scales framing his eyes so they appear deep set. There is also a 'spoon' shape design on his forehead that go down the length of their nose. Although it seems that many Cardassians have brown eyes, Dukat's eyes are blue. He is built more broadly than the average human, especially around the shoulders. Compared to humans, Cardassians have a better sense of smell but their eyesight is poorer. Having been used to a Cardassian environment, 90 degrees room temperature and a less light, it will be an adjustment living with humans. Cardassians simply don't do as well in lower temperatures. They also have rather xenophobic tendencies.

Dukat's speech pattern is very precise, not that he overly articulates, but when he's not giving orders he pauses slightly after each word. This gives him the added appearance of having a gentler side during one of his softer moments, even if it's not true. It makes him appear as if he's listening very well and thinking in response to everything you say. Cardassians have an incredible attention to detail. No doubt this was done on purpose by Dukat in an effort to manipulate....everyone around him.

We never see him in anything but his armor. Even when he is relaxing with his daughter, he still has his traditional Cardassian armor and insignia on. The armor and clothing itself is made up of a triangular piece of metal, the long part of the triangle spanning his shoulders, the point ending at his hips, stomach. He also wears shoulder pad portion of the armor, black pants and boots.

Magical powers or special skills:

Besides being a crazy megolomaniac with a pension for genocide? Dukat is an excellent tactician and versed in political intrigue, as a Gul(Cardassian military equivalent of a Captain) he has no doubt been trained in weaponry. Cardassians are taught at an early age to have photographic memory. Dukat also has the ability to resist a Vulcan mind-meld, which may translate to resisting other abilities in Glaxcin, such as Bridge's ability to read aura's or Hisoka's empathy/telepathy. Dukat claims this ability is merely the result of discipline-- most likely the intensive educational program all Cardassian children are subject to, combining a strong will with Cardassian physiology.

Any crimes committed in canon: War Crimes, murder of over 10 million Bajorans, torture, enslavement, conspiracy to commit kidnapping.
